RESOLUTION REQUESTING THE PHILIPPINE CENTER FOR POSTHARVEST DEVELOPMENT AND MECHANIZATION (PHILMECH) FOR THE AVAILMENT OF AGRICULTURAL MACHINERY AND POSTHARVEST FACILITIES UNDER THE RICE COMPETITIVENESS ENHANCEMENT FUND (RCEF) MECHANIZATION COMPONENT, CONSISTING OF ONE (1) UNIT OF HAND TRACTOR AND ONE (1) UNIT OF THRESHER

WHEREAS, the Municipality of Roxas, Oriental Mindoro recognizes the vital role of the agricultural sector, particularly the rice industry, in promoting food security, improving the livelihood of farmers, and sustaining the local economy;

WHEREAS, the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Component, implemented by the Philippine Center for Postharvest Development and Mechanization (PhilMech), provides agricultural machinery and postharvest facilities to qualified farmers' cooperatives and associations (FCAs), local government units, and other eligible beneficiaries to enhance farm mechanization and improve the productivity and competitiveness of rice farmers;

WHEREAS, the Municipality of Roxas is an agricultural municipality with more or less 2,500 hectares of land devoted to rice production;

WHEREAS, the provision of appropriate agricultural machinery and postharvest equipment will help reduce production and postharvest costs, minimize losses, improve farm operations, and enhance the overall efficiency and productivity of rice farming in the Municipality of Roxas;

WHEREAS, the Municipality of Roxas, through the Municipal Agriculture Office, has identified the need for additional agricultural machinery that may be utilized by qualified rice farmers and/or farmers' organizations in the municipality, particularly in land preparation and postharvest activities;

WHEREAS, in support of the rice farmers of the Municipality of Roxas, there is a need to request the Philippine Center for Postharvest Development and Mechanization (PhilMech) for the availment of the following agricultural machinery under the RCEF Mechanization Component:

• One (1) unit of Hand Tractor; and
• One (1) unit of Thresher;

WHEREAS, the requested agricultural machinery will provide greater access to mechanization services among rice farmers and farmers' organizations in the Municipality, thereby contributing to improved farm productivity, reduced production costs, timely farm operations, and reduced postharvest losses;

NOW THEREFORE on motion of Councilor King Philip B. Dimapilis, seconded by Councilor Michael O. Pongyan -

RESOLVED AS IT IS HEREBY RESOLVED, to request the Philippine Center for Postharvest Development and Mechanization (PHILMECH) for the availment of agricultural machinery under the Rice Competitiveness Enhancement Fund (RCEF) Mechanization Component, consisting of one (1) unit of Hand Tractor and one (1) unit of Thresher, for the benefit and use of qualified rice farmers and/or farmers' organizations in the Municipality of Roxas, Oriental Mindoro;

RESOLVED FURTHER, that copies of this Resolution be furnished to the Philippine Center for Postharvest Development and Mechanization (PhilMech), Office of the Municipal Mayor, Municipal Agriculture Office, and other concerned offices and agencies for their information, consideration, and appropriate action.
