Full Text

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, empowers local government units to promote general welfare, including the preservation and enrichment of local culture, heritage, and the arts;

WHEREAS, the Sangguniang Bayan of Roxas recognizes, honors, and celebrates exceptional local citizens whose artistic brilliance, academic excellence, and creative mastery bring honor and prestige to the municipality on both national and international stages;

WHEREAS, Mr. Pope Bacay a proud native and bona fide resident of the Municipality of Roxas, Oriental Mindoro, graduated cum laude with a Bachelor of Fine Arts degree in Studio Arts from the prestigious College of Fine Arts, University of the Philippines Diliman;

WHEREAS, Mr. Bacay has established himself as one of the country's most compelling contemporary visual artists, whose celebrated oeuvre in oil and acrylic explores deep understandings of place, memory, and the search for belonging;

WHEREAS, his fascination with place is firmly rooted in his childhood home in Roxas, Oriental Mindoro, where he thoughtfully fragments and reconstructs the architectural elements of his upbringing from 1950s-style homes with doors and windows in unconventional places to balconies, pierced walls, shuttered windows, roof decks, and concrete grillwork assembling a unique visual geography on shaped canvases;

WHEREAS, his landmark works and exhibitions, such as his 2015 piece "My Third Home", and his acclaimed solo exhibition "Walking is a Dwelling" at ArtInformal Gallery in Makati which achieved the rare distinction of selling out prior to its official opening, attest to his extraordinary standing in the Philippine contemporary art scene;

WHEREAS, beyond his architectural realism and amorphous landscapes, Mr. Bacay is renowned for his thought-provoking paintings of empty frames, pushing artistic boundaries and inspiring critical discourse on the metaphysical essence of art;

WHEREAS, by grounding his artistic identity in the quiet stillness, domestic structures, and landscapes of Roxas, Mr. Bacay showcases the depth of Mindoreño talent and serves as an inspiring beacon for young artists and the entire cultural community;

NOW THEREFORE, on motion of Councilor King Philip B. Dimapilis duly seconded by Councilor Sheikinah Grace C. Sanz —

BE IT RESOLVED, as it is hereby resolved, to extend its highest commendation and warmest congratulations to MR. POPE BACAY for his outstanding contributions to the visual arts and for bringing immense pride and honor to the Municipality of Roxas, Oriental Mindoro.

RESOLVED FURTHER, that a copy of this Resolution, be officially presented to Mr. Pope Bacay in formal recognition of his exemplary achievements in the field of visual arts.
