RESOLUTION AUTHORIZING HON. JERWIN S. DIMAPILIS, MUNICIPAL MAYOR, TO ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT (MOA) WITH THE PROVINCIAL GOVERNMENT OF ORIENTAL MINDORO, THROUGH THE ORIENTAL MINDORO SOUTHERN DISTRICT HOSPITAL (OMSDH), DESIGNATING THE SAID HOSPITAL AS THE REFERRAL HOSPITAL OF THE ROXAS RURAL HEALTH UNIT (RHU) FOR PHARMACY AND MEDICINE SUPPORT SERVICES AND ANIMAL BITE TREATMENT CENTER (ABTC) SERVICES

WHEREAS, Republic Act No. 7160 and Republic Act No. 11223 mandate local governments to provide accessible health services through a coordinated provider network;

WHEREAS, the Municipal Government of Roxas, Oriental Mindoro, through the Roxas Rural Health Unit (RHU), is committed to providing accessible, affordable, and quality healthcare services to the residents of the Municipality;

WHEREAS, the Oriental Mindoro Southern District Hospital (OMSDH), being a government hospital under the Provincial Government of Oriental Mindoro, provides various medical and healthcare services, including pharmacy and medicine support services and Animal Bite Treatment Center (ABTC) services;

WHEREAS, there is a need to establish a formal referral arrangement between the Roxas Rural Health Unit and the OMSDH to ensure the timely and appropriate provision of pharmacy and medicine support services and animal bite treatment services to qualified patients and residents of the Municipality;

WHEREAS, designating the OMSDH as the referral hospital of the Roxas RHU will strengthen the coordination and referral system between the Municipal and Provincial health facilities and facilitate access to appropriate medicines, treatment, and other necessary healthcare services;

WHEREAS, the proposed Memorandum of Agreement will define the respective roles, responsibilities, procedures, and obligations of the Municipal Government of Roxas and the Provincial Government of Oriental Mindoro, through the OMSDH, in the implementation of the referral arrangement;

WHEREAS, pursuant to Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the Municipal Mayor, as the Local Chief Executive, shall represent the Municipality in all its business transactions and sign contracts and such other obligations on its behalf, upon authority of the Sangguniang Bayan;

BE IT RESOLVED, as it is hereby resolved, to authorize Hon. Jerwin S. Dimapilis, Municipal Mayor, to enter into and sign, for and on behalf of the Municipal Government of Roxas, Oriental Mindoro, a Memorandum of Agreement (MOA) with the Provincial Government of Oriental Mindoro, through the Oriental Mindoro Southern District Hospital (OMSDH), designating the said hospital as the referral hospital of the Roxas Rural Health Unit (RHU) for Pharmacy and Medicine Support Services and Animal Bite Treatment Center (ABTC) Services.

RESOLVED FINALLY, that copies of this Resolution be furnished to the Provincial Government of Oriental Mindoro, the Oriental Mindoro Southern District Hospital, the Office of the Municipal Mayor, the Roxas Rural Health Unit, and other concerned offices for their information and appropriate action.
