RESOLUTION EXPRESSING SUPPORT TO THE LETTER OF THE MUNICIPAL MAYOR, HON. JERWIN S. DIMAPILIS, ADDRESSED TO THE NATIONAL BUREAU OF INVESTIGATION (NBI), EXPRESSING THE MUNICIPALITY’S INTEREST IN THE ESTABLISHMENT OF AN NBI CLEARANCE ISSUANCE CENTER IN THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO

WHEREAS, the National Bureau of Investigation (NBI) is mandated to undertake investigations and provide various services to the public, including the issuance of NBI Clearance, which is commonly required for employment, travel, visa applications, business transactions, and other legal and official purposes;

WHEREAS, at present, residents of the Municipality of Roxas, Oriental Mindoro, who need to secure an NBI Clearance are generally required to travel to Calapan City, the provincial capital, to access the available NBI Clearance services;

WHEREAS, the requirement to travel to Calapan City poses additional financial, logistical, and time-related burdens upon residents of Roxas, particularly those who have limited financial resources, students, job seekers, senior citizens, persons with disabilities, and other individuals who need to obtain an NBI Clearance for employment, documentation, and other legitimate purposes;

WHEREAS, the establishment of an NBI Clearance Issuance Center in the Municipality of Roxas would bring the service closer to the people and significantly reduce the transportation expenses, travel time, and other incidental costs incurred by residents who presently need to travel to Calapan City;

WHEREAS, Roxas is a strategic and accessible municipality in the southern part of Oriental Mindoro and serves as a center of commerce, transportation, education, and government services for its residents and neighboring communities;

WHEREAS, the establishment of an NBI Clearance Issuance Center in Roxas would promote accessible, efficient, convenient, and responsive government service delivery, consistent with the policy of bringing essential government services closer to the people;

WHEREAS, the Municipal Government of Roxas is willing to extend its cooperation and support, subject to applicable laws, rules, regulations, and policies of the NBI, in facilitating the establishment and operation of an NBI Clearance Issuance Center within the Municipality;

WHEREAS, the Municipal Mayor, Hon. Jerwin S. Dimapilis, through his letter addressed to the National Bureau of Investigation, has expressed the Municipality’s interest in the establishment of an NBI Clearance Issuance Center in Roxas, Oriental Mindoro;

WHEREAS, the Sangguniang Bayan recognizes the importance of the proposed NBI Clearance Issuance Center in improving access to government services and considers the initiative beneficial to the residents of Roxas and, potentially, to residents of nearby municipalities;

NOW THEREFORE, on motion of Councilor Christopher Y. Carvajal and on mass sponsorship –

BE IT RESOLVED, as it is hereby resolved, that the Sangguniang Bayan hereby expresses its full support to the letter of the Municipal Mayor, Hon. Jerwin S. Dimapilis, addressed to the National Bureau of Investigation (NBI), expressing the Municipality’s interest in the establishment of an NBI Clearance Issuance Center in the Municipality of Roxas, Oriental Mindoro.

RESOLVED FURTHER, that copies of this Resolution be furnished to the National Bureau of Investigation (NBI), the Office of the Municipal Mayor, and other concerned offices/agencies for their information, consideration, and appropriate action.
