RESOLUTION EXPRESSING THE FULL SUPPORT TO THE PHILIPPINE NATIONAL POLICE PRIORITY BILLS IN THE 20TH CONGRESS OF THE PHILIPPINES

WHEREAS, Section 5, Article II of the 1987 Philippine Constitution declares that the maintenance of peace and order, the protection of life, liberty, and property, and the promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy;

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, mandates local government units to ensure and maintain peace and order, and preserve the comfort and convenience of their inhabitants within their respective territorial jurisdictions;

WHEREAS, the Philippine National Police (PNP) is mandated to enforce the law, prevent and control crimes, maintain peace and order, and ensure public safety and internal security with the active support of the community;

WHEREAS, the Philippine National Police continuously pursues institutional reforms and legislative measures aimed at strengthening its operational effectiveness, modernization programs, personnel welfare, accountability mechanisms, and law enforcement capabilities;

WHEREAS, the priority bills being advocated by the Philippine National Police in the 20th Congress of the Philippines seek to enhance public safety services, improve police efficiency and professionalism, strengthen internal disciplinary systems, and provide better support and protection to law enforcement personnel;

WHEREAS, the Municipal Government of Roxas recognizes the significant role of legislative support in enabling the Philippine National Police to effectively respond to emerging peace and order challenges and deliver improved public service to the people;

WHEREAS, this August Body finds it fit and proper to manifest its collective intent and alignment with the national government's legislative initiatives designed to strengthen the rule of law and secure a peaceful environment conducive to local economic development;

NOW THEREFORE, on motion of Councilor King Philip B. Dimapilis duly seconded by all

BE IT RESOLVED, as it is hereby resolved, to express the full support of the Sangguniang Bayan of the Municipality of Roxas to the priority bills of the Philippine National Police in the 20th Congress of the Philippines;

RESOLVED FURTHER, that copies of this Resolution be furnished to the Senate of the Philippines, House of Representatives, Department of the Interior and Local Government (DILG), Philippine National Police National Headquarters, and other concerned offices for their information and appropriate action.
