An Act Creating the Department of Social Welfare in the City of Manila, Further Amending for This Purpose, Certain Sections of Republic Act Numbered Four Hundred Nine, as Amended

Be it enacted by the Senate and House of Representatives of the Philippine Congress Assembled:

Section 1. Section twenty of Republic Act Numbered Four hundred nine, as amended, is further amended to read as follows:

Section 2. The same Act, as amended, is further amended by inserting a new article to be known as Article Fourteen and one-half, and a new section to be known as Section Eighty-A, between Sections Eighty and Eighty-one thereof which shall read as follows:

Section 3. This Act shall take effect upon its approval.

"Sec. 20. City Departments. -There shall be the following city departments over which the Mayor shall have direct supervision and control, except over the Office of the City Fiscal which shall be under the Department of Justice, any existing law to the contrary notwithstanding:

"The Board may from time to time make such readjustment in the duties of the several departments as the public interest may demand."

"Sec. 80. A. Department of Social Welfare. -There shall be a Social Welfare Officer, with a salary of twelve thousand pesos per annum, who shall have charge of the Department of Social Welfare. The following shall be his general powers and duties:
