RESOLUTION AUTHORIZING HON. JERWIN S. DIMAPILIS, MUNICIPAL MAYOR OF ROXAS, ORIENTAL MINDORO, TO UNDERTAKE SUCH OTHER APPROPRIATE AND NECESSARY ACTS CONSISTENT WITH LAW TO ENSURE THE EFFECTIVE IMPLEMENTATION OF THE OBJECTIVES OF THE MEMORANDUM OF UNDERSTANDING WITH THE POLICE REGIONAL OFFICE MIMAROPA AND THE 203RD INFANTRY BRIGADE, 2ND INFANTRY DIVISION, PHILIPPINE ARMY, CONCERNING STRENGTHENED COORDINATION AND COOPERATION IN LAW ENFORCEMENT AND PEACE-AND-SECURITY EFFORTS WITHIN THE MUNICIPALITY OF ROXAS

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;

WHEREAS, maintaining peace and order, ensuring public safety, protecting life and property, and promoting a secure and peaceful environment are essential to the effective delivery of basic services and the sustainable development of the Municipality of Roxas;

WHEREAS, the Municipality of Roxas recognizes the importance of sustained coordination and cooperation among the local government, law-enforcement agencies, the Armed Forces of the Philippines, and other concerned government institutions in addressing threats to peace and security and in strengthening the capacity of the community to maintain a peaceful and orderly environment;

WHEREAS, the Sangguniang Bayan deems it necessary and appropriate to authorize the Municipal Mayor to undertake such acts as may be necessary and proper for the effective implementation of the objectives of the MOU, provided that such acts are within the powers and authority granted by law and are consistent with the respective mandates of the parties;

WHEREAS, such authority is intended to facilitate the efficient implementation of the Memorandum of Understanding and shall not be construed as authorizing the Municipal Mayor to enter into obligations, incur expenditures, or undertake commitments beyond those authorized by law, ordinance, or the terms of the approved MOU;

NOW THEREFORE, on motion of Councilor King Philip B. Dimapilis and on mass sponsorship –

BE IT RESOLVED, to authorize, as it hereby authorizes, Hon. Jerwin S. Dimapilis, Municipal Mayor, to undertake such other appropriate and necessary acts, consistent with law, as may be required to ensure the effective implementation of the objectives and provisions of the Memorandum of Understanding with the Police Regional Office MIMAROPA and the 203rd Infantry Brigade, 2nd Infantry Division, Philippine Army, concerning strengthened coordination and cooperation in law enforcement and peace-and-security efforts within the Municipality of Roxas.

RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Municipal Mayor, Police Regional Office MIMAROPA, 203rd Infantry Brigade, 2nd Infantry Division, Philippine Army, Provincial Government of Oriental Mindoro, Department of the Interior and Local Government, Municipal Peace and Order Council, and other concerned offices and agencies for their information and appropriate action.
