RESOLUTION AUTHORIZING HON. JERWIN S. DIMAPILIS, MUNICIPAL MAYOR TO ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT (MOA) FOR AND IN BEHALF OF THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO, WITH THE PARTICIPATING EDUCATIONAL INSTITUTIONS WHERE QUALIFIED MUNICIPAL SCHOLARS OF THE MUNICIPALITY OF ROXAS ARE CURRENTLY ENROLLED

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, provides that local government units shall exercise powers necessary, appropriate, or incidental to efficient and effective governance and those which are essential to the promotion of the general welfare, including the support and enhancement of public education;

WHEREAS, Section 22 (c) of the same Code explicitly states that no contract may be entered into by the local chief executive in behalf of the local government unit without prior authorization from the sanggunian concerned;

WHEREAS, the Municipal Government of Roxas, Oriental Mindoro, remains firmly committed to providing accessible and quality tertiary education to deserving and qualified youth through its Municipal Scholarship Program;

WHEREAS, a significant number of qualified municipal scholars are currently enrolled in recognized partner educational institutions, namely John Paul College, Clarendon College, and Paradigm Colleges of Science and Technology, Inc;

WHEREAS, entering into a formal Memorandum of Agreement (MOA) with these participating institutions is necessary to establish clear guidelines, operational roles, billing procedures, academic monitoring, and institutional responsibilities to ensure the seamless execution of the scholarship program;

NOW THEREFORE, on motion of Councilor Christopher Y. Carvajal duly seconded by Councilor David D. De La Cruz and Councilor King Philip B. Dimapilis –

BE IT RESOLVED, as it is hereby resolved, to authorize the Hon. Jerwin S. Dimapilis, Municipal Mayor, to enter into and sign a Memorandum of Agreement (MOA) for and in behalf of the Municipality of Roxas, Oriental Mindoro, with participating educational institutions, namely John Paul College, Clarendon College, and Paradigm Colleges of Science and Technology, Inc, for the execution of the Municipal Scholarship Program.

RESOLVED FURTHER, that copies of this Resolution be furnished to Hon. Jerwin S. Dimapilis, Municipal Mayor, Municipal Budget Office, Municipal Accounting Office and the respective Heads and Administrators of John Paul College, Clarendon College, and PCSTI for their information, guidance, and appropriate action.
