RESOLUTION AUTHORIZING HON. JERWIN S. DIMAPILIS, MUNICIPAL MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) REPRESENTED BY ITS REGIONAL DIRECTOR OF FIELD OFFICE MIMAROPA BENCHIE B. GONZALES FOR THE IMPLEMENTATION OF THE SUSTAINABLE LIVELIHOOD PROGRAMS IN THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO

WHEREAS, the Department of Social Welfare and Development (DSWD), through its Sustainable Livelihood Program (SLP), provides capacity-building, employment facilitation, and livelihood assistance to poor, vulnerable, and marginalized households;

WHEREAS, the Municipality of Roxas, Oriental Mindoro, aims to reduce poverty and empower its constituents by partnering with national agencies to bring sustainable economic interventions to the grassroots level;

WHEREAS, the implementation of the Sustainable Livelihood Programs will contribute to improving income-generating opportunities, strengthening self-employment, and enhancing the overall socio-economic condition of qualified beneficiaries in the municipality;

WHEREAS, to facilitate the effective rollout of SLP projects, including micro-enterprise development and employment facilitation, there is a need to define the roles and responsibilities of both the DSWD and the Local Government Unit (LGU) through a Memorandum of Agreement (MOA);

WHEREAS, Section 22(c) of the Local Government Code of 1991 (Republic Act No. 7160) provides that no contract may be entered into by the Local Chief Executive on behalf of the local government unit without prior authorization by the Sanggunian concerned;

NOW THEREFORE, on motion of Councilor Christopher Y. Carvajal duly seconded by Councilor King Philip B. Dimapilis –

BE IT RESOLVED, as it is hereby resolved, to authorize the Honorable Jerwin S. Dimapilis, Municipal Mayor, to enter into, sign, and execute the Memorandum of Agreement (MOA) with the Department of Social Welfare and Development (DSWD) represented by its Regional Director of field office MIMAROPA Benchie B. Gonzales for the implementation of the sustainable livelihood programs in the Municipality of Roxas, Oriental Mindoro.

RESOLVED FURTHER, that this Resolution be furnished to the Office of the Municipal Mayor, the Municipal Social Welfare and Development Office (MSWDO), and the Department of Social Welfare and Development (DSWD) MIMAROPA Regional Office, and other concerned offices for their information and appropriate action.
