RESOLUTION AUTHORIZING MR. REMMAR P. BACAY AND/OR MR. CHRISTIAN ALTOVAR OF THE OFFICE OF THE MUNICIPAL TREASURER TO REPRESENT THE MUNICIPAL GOVERNMENT OF ROXAS, ORIENTAL MINDORO, IN ALL TRANSACTIONS WITH THE BUREAU OF INTERNAL REVENUE (BIR) RELATIVE TO THE APPLICATION FOR AND SECURING OF THE UPDATED CERTIFICATE OF REGISTRATION (COR) OF THE MUNICIPALITY, REFLECTING THE CHANGE FROM NON-VAT TO VAT REGISTRATION, INCLUDING THE PROCESSING OF AUTHORITY TO PRINT (ATP) INVOICES, REGISTRATION OF BOOKS OF ACCOUNTS, AND THE PERFORMANCE OF OTHER RELATED ACTS NECESSARY THERETO

WHEREAS, the Municipal Government of Roxas, Oriental Mindoro, operates various local economic enterprises and income-generating activities that require strict compliance with the National Internal Revenue Code and the regulations of the Bureau of Internal Revenue (BIR);

WHEREAS, the Municipality is transitioning its tax status from Non-VAT to VAT Registration to better align with the volume of its economic operations and to comply with the threshold requirements set by the BIR;

WHEREAS, such a transition necessitates a formal update of the Municipality’s Certificate of Registration (COR), the acquisition of a new Authority to Print (ATP) for VAT-compliant invoices, and the registration of appropriate Books of Accounts and other related compliance activities;

WHEREAS, to facilitate these technical and administrative requirements, it is necessary to designate and authorize specific personnel from the Office of the Municipal Treasurer to act on behalf of the Municipal Government;

WHEREAS, Mr. Remmar P. Bacay, Municipal Treasurer, and Mr. Christian Altovar of the Office of the Municipal Treasurer are duly qualified and competent to represent the Municipal Government in these transactions to ensure timely and efficient compliance with BIR requirements;

NOW THEREFORE, on motion of Councilor Christopher Y. Carvajal duly seconded by Councilor King Philip B. Dimapilis –

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, as it is hereby resolved, to authorize Mr. Remmar P. Bacay and/or Mr. Christian Altovar of the Office of the Municipal Treasurer to represent the Municipal Government of Roxas, Oriental Mindoro, in all transactions with the Bureau of Internal Revenue (BIR) relative to the application for and securing of the updated Certificate of Registration (COR) of the Municipality, reflecting the change from Non-VAT to VAT registration;

RESOLVED FURTHER, that the above-named authorized representatives are hereby empowered to process and secure Authority to Print (ATP) invoices and/or official receipts, register books of accounts, accomplish and sign forms, submit documentary requirements, and perform all other acts necessary to carry out the intent of this Resolution;

RESOLVED FINALLY, that copies of this Resolution be furnished to the Bureau of Internal Revenue and all concerned offices for their information, guidance, and appropriate action.
