Official number: Res. No. 214-2026

Sponsor:

HON. ROBERT ABALOS BATICOS

Date Approved:

April 6, 2026

Type:

Simple Resolution

Full Text

WHEREAS, the ongoing geopolitical tensions and escalating conflicts in the Middle East have caused a significant and volatile increase in global crude oil prices, which directly resulted in a sharp rise in domestic pump prices of fuel and petroleum products;

WHEREAS, to mitigate the impact of the Middle East crisis and the blockage of the Strait of Hormuz, President Ferdinand R. Marcos Jr. enacted Executive Order No. 110 series of 2026, declaring a State of National Energy Emergency to safeguard the stability of the domestic fuel and energy supply;

WHEREAS, the Tricycle Operators and Drivers Associations (TODAs) within the Municipality expressed concern over the declining daily income of drivers, as the existing fare rates are no longer sufficient to cover the increasing costs of fuel and basic vehicle maintenance;

WHEREAS, the Land Transportation Franchising and Regulatory Board (LTFRB) generally considers a fare adjustment of 8% to 30% as reasonable under extreme economic conditions affecting the public transport sector;

WHEREAS, the Sangguniang Bayan unanimously agreed that any approved increase shall be provisional in nature, subject to periodic review, and may be modified or rescinded by the Sangguniang Bayan upon the lifting of the National State of Energy Emergency and the stabilization or return of prices to their previous levels;

WHEREAS, all tricycle operators and drivers are strictly reminded to continue granting the mandatory 20% discount to Senior Citizens, Persons with Disabilities (PWDs), and Students, in accordance with existing laws and regulations.

WHEREAS, all operators are required to display this Official Provisional Fare Matrix inside their units; failure to do so, or overcharging beyond these rates, shall be subject to penalties under existing municipal ordinances.

NOW THEREFORE, on motion of Councilor Robert A. Baticos duly seconded by Councilor King Philip B. Dimapilis –

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve the Provisional Fare Increase for motorcycle-for-hire services within the jurisdiction of Roxas, Oriental Mindoro, as follows:

...

RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Municipal Mayor, the Roxas Police Station, and all TODA Presidents for immediate dissemination and implementation.
