All matters relating to planning, construction, maintenance, improvement and repair of public buildings, highways, bridges, roads, parks, shrines, monuments and other public edifices, drainage, sewerage and flood control and protection and all others matters related to public works and infrastructure projects. It is also concerned with all matters pertaining to land classification, conversion, land use, housing and human settlement planning, zonification or Zoning Code enactment, squatter problems and all other matters related to rural and urban development, housing and land utilization.
