RESOLUTION AUTHORIZING HON. JERWIN S. DIMAPILIS, MUNICIPAL MAYOR, TO EXECUTE A SPECIAL POWER OF ATTORNEY (SPA) IN FAVOR OF MS. LOIDA SEVILLA, AUTHORIZING HER TO ACT FOR AND ON BEHALF OF THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO, AND TO UNDERTAKE AND FACILITATE ALL NECESSARY ACTIONS FOR THE REGISTRATION OF THE SPECIAL PATENT AND THE CORRESPONDING ORIGINAL CERTIFICATE OF TITLE (OCT) COVERING THE PARCEL OF LAND SITUATED AT BARANGAY BAGUMBAYAN, ROXAS, ORIENTAL MINDORO, PARTICULARLY THE PORTION COMPRISING THE ROXAS TOWN PLAZA, WITH AN AREA OF APPROXIMATELY 4,359 SQUARE METERS, IN FAVOR OF THE MUNICIPAL GOVERNMENT OF ROXAS, ORIENTAL MINDORO

WHEREAS, the Roxas Town Plaza, situated at Barangay Bagumbayan, Municipality of Roxas, Oriental Mindoro, is an important public space that serves as a venue for community gatherings, civic activities, public events, and other municipal functions, contributing to the social and cultural development of the municipality;

WHEREAS, a parcel of land situated at Barangay Bagumbayan, Roxas, Oriental Mindoro, particularly the portion comprising the Roxas Town Plaza, with an approximate area of Four Thousand Three Hundred Fifty-Nine (4,359) square meters, is subject to the necessary titling and registration processes to establish and secure the corresponding legal title in favor of the Municipal Government of Roxas, Oriental Mindoro;

WHEREAS, the issuance and registration of the appropriate Special Patent and the corresponding Original Certificate of Title (OCT), in accordance with applicable laws, rules, and regulations, are necessary to formally document and protect the rights and interests of the Municipal Government over the subject property;

WHEREAS, the completion of the registration process may require the preparation, submission, and processing of pertinent documents, coordination with the concerned government agencies, compliance with documentary and technical requirements, and the performance of other necessary administrative and legal procedures;

WHEREAS, to facilitate the expeditious and orderly completion of the foregoing transactions, it is necessary to authorize a designated representative to act for and on behalf of the Municipality of Roxas in dealing with the concerned offices and agencies, including the Department of Environment and Natural Resources (DENR), the Land Management Bureau, the Registry of Deeds, and other appropriate government offices, as may be necessary;

WHEREAS, Ms. Loida C. Sevilla, Land Titling Officer, is proposed to be designated as the authorized representative of the Municipality of Roxas, Oriental Mindoro, to undertake and facilitate the necessary actions and proceedings relative to the registration of the Special Patent and the corresponding Original Certificate of Title covering the aforementioned parcel of land;

WHEREAS, the execution of a Special Power of Attorney (SPA) by the Municipal Mayor, Hon. Jerwin S. Dimapilis, for and in behalf of the Municipal Government of Roxas, Oriental Mindoro, will formally authorize Ms. Sevilla to represent the Municipality in the processing, submission, follow-up, and completion of the documentary and administrative requirements necessary for the registration of the subject property in the name of the Municipal Government;

NOW THEREFORE, on motion of Councilor Christopher Y. Carvajal duly seconded by Councilor Robert A. Baticos —

BE IT RESOLVED, as it is hereby resolved, by the Sangguniang Bayan of Roxas, Oriental Mindoro, in session duly assembled, to authorize the Municipal Mayor, HON. JERWIN S. DIMAPILIS, to execute a Special Power of Attorney (SPA) in favor of MS. LOIDA C. SEVILLA, authorizing her to act for and on behalf of the Municipality of Roxas, Oriental Mindoro, and to undertake and facilitate all necessary actions and proceedings for the registration of the Special Patent and the corresponding Original Certificate of Title (OCT) covering the parcel of land situated at Barangay Bagumbayan, Roxas, Oriental Mindoro, particularly the portion comprising the Roxas Town Plaza, with an approximate area of Four Thousand Three Hundred Fifty-Nine (4,359) square meters, in favor of the Municipal Government of Roxas, Oriental Mindoro;

RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Municipal Mayor, Ms. Loida C. Sevilla, the Department of Environment and Natural Resources, the Land Management Bureau, the Registry of Deeds, and other concerned offices and agencies for their information, guidance, and appropriate action.
