RESOLUTION COMMENDING AND CONGRATULATING THE STUDENTS AND COACHES OF SAN MARIANO NATIONAL HIGH SCHOOL, MUNICIPALITY OF ROXAS, ORIENTAL MINDORO, FOR WINNING FIRST PLACE IN THE NATIONAL BIOTECHNOLOGY REELS COMPETITION ON AGRI-BIOTECHNOLOGY APPLICATIONS

WHEREAS, the Biotech for Reel: Reel-Making Competition on Agri-Biotech Applications was conducted as a buildup activity for the 2026 National Biotechnology Week, organized by the International Service for the Acquisition of Agri-biotech Applications (ISAAA), in partnership with the Department of Agriculture Biotechnology Program;

WHEREAS, the competition provided an avenue for Filipino students and young people to showcase their creativity, scientific knowledge, and understanding of biotechnology and its applications, particularly in agriculture and food production, through a sixty (60) to ninety (90)-second reel;

WHEREAS, the competition was open to Filipino citizens residing in the Philippines, with participants allowed to join individually or in groups of up to five (5) members, thereby encouraging collaborative learning, creativity, and greater public awareness of biotechnology;

WHEREAS, the San Mariano National High School (SMNHS) of Barangay San Mariano, Municipality of Roxas, Oriental Mindoro, proudly participated in the said national competition and emerged as the FIRST PLACE WINNER, besting entries from various schools and participants from different parts of the Philippines;

WHEREAS, the winning team from San Mariano National High School was composed of the following outstanding students:

• Jeneinah M. Feteccio;
• Roxanne C. Inocencio;
• Princess Joem A. Navas; and
• Prince Joshua N. Garcia;

WHEREAS, through their winning entry, the students demonstrated exceptional creativity, ingenuity, scientific awareness, and communication skills in presenting the importance and practical applications of biotechnology, particularly in agriculture and food production;

WHEREAS, their achievement is especially noteworthy considering that the competition drew more than two hundred (200) participants from various parts of the Philippines, making their attainment of First Place a significant accomplishment at the national level;

WHEREAS, the success of the students likewise reflects the dedication and commitment of their teachers and coaches, as well as the support of the school administration, parents, and the entire San Mariano National High School community in nurturing the talents, skills, and scientific interests of the youth;

WHEREAS, the Sangguniang Bayan recognizes that the achievement of the students of San Mariano National High School brings honor and pride to the Municipality of Roxas and the Province of Oriental Mindoro, and demonstrates that the youth of Roxas are capable of excelling and competing with their counterparts at the national level;

WHEREAS, the accomplishment of the San Mariano National High School team serves as an inspiration to other students and young people in the Municipality to pursue excellence in science, technology, innovation, research, and other fields of learning, and to use their knowledge and creativity in addressing relevant agricultural and societal concerns;

WHEREAS, Pursuant to Section 16 and Section 447 (a) (1) of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the Municipality, through its Sangguniang Bayan, is empowered to promote the general welfare of its inhabitants and to approve resolutions necessary for an efficient and effective municipal government;

WHEREAS, the Sangguniang Bayan deems it fitting and proper to formally recognize and commend the outstanding achievement of the students and coaches of San Mariano National High School and to express its sincere congratulations for bringing distinction and pride to the Municipality of Roxas;

NOW THEREFORE, on motion of Councilor Marietta R. Pajila duly and on mass sponsorship –

BE IT RESOLVED, as it is hereby resolved, to extend its sincere congratulations and commendation to the students and coaches of San Mariano National High School for winning First Place in the National Biotechnology Reels Competition on Agri-Biotechnology Applications.

RESOLVED FURTHER, that copies of this Resolution be furnished to the San Mariano National High School, the concerned student participants and their coaches for their information and as formal recognition of their exemplary national achievements.
