RESOLUTION AUTHORIZING HON. JERWIN S. DIMAPILIS, MUNICIPAL MAYOR OF ROXAS, ORIENTAL MINDORO, TO ENTER INTO AND SIGN A MEMORANDUM OF UNDERSTANDING WITH THE POLICE REGIONAL OFFICE MIMAROPA AND THE 203RD INFANTRY BRIGADE, 2ND INFANTRY DIVISION, PHILIPPINE ARMY, CONCERNING STRENGTHENED COORDINATION AND COOPERATION IN LAW ENFORCEMENT AND PEACE-AND-SECURITY EFFORTS WITHIN THE MUNICIPALITY OF ROXAS

WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;

WHEREAS, maintaining peace and order, ensuring public safety, protecting life and property, and promoting a secure and peaceful environment are essential to the effective delivery of basic services and the sustainable development of the Municipality of Roxas;

WHEREAS, the Municipality of Roxas recognizes the importance of sustained coordination and cooperation among the local government, law-enforcement agencies, the Armed Forces of the Philippines, and other concerned government institutions in addressing threats to peace and security and in strengthening the capacity of the community to maintain a peaceful and orderly environment;

WHEREAS, the Police Regional Office MIMAROPA and the 203rd Infantry Brigade, 2nd Infantry Division, Philippine Army, have expressed their commitment to strengthen coordination and cooperation with the Municipal Government of Roxas in matters concerning law enforcement, public safety, peace and security, information coordination, community engagement, and other lawful activities within the municipality;

WHEREAS, the proposed partnership seeks to facilitate appropriate coordination and information-sharing mechanisms, strengthen inter-agency cooperation, promote community-oriented peace and security initiatives, and support lawful efforts toward the prevention of threats to public safety and the maintenance of peace and order within the Municipality of Roxas;

NOW THEREFORE, on motion of Councilor King Philip B. Dimapilis and on mass sponsorship –

BE IT RESOLVED, to authorize, as it hereby authorizes, Hon. Jerwin S. Dimapilis, Municipal Mayor, to enter into and sign, for and in behalf of the Municipal Government of Roxas, Oriental Mindoro, a Memorandum of Understanding with the Police Regional Office MIMAROPA and the 203rd Infantry Brigade, 2nd Infantry Division, Philippine Army, concerning strengthened coordination and cooperation in law enforcement and peace-and-security efforts within the Municipality of Roxas.

RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Municipal Mayor, Police Regional Office MIMAROPA, 203rd Infantry Brigade, 2nd Infantry Division, Philippine Army, Provincial Government of Oriental Mindoro, Department of the Interior and Local Government, Municipal Peace and Order Council, and other concerned offices and agencies for their information and appropriate action.
