RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, HON. JERWIN S. DIMAPILIS, TO EXECUTE AND SIGN AN AFFIDAVIT AUTHORIZING MS. LOIDA C. SEVILLA, LAND TITLING OFFICER, TO ACT FOR AND ON BEHALF OF THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO IN UNDERTAKING AND FACILITATING ALL TRANSACTIONS AND PROCEEDINGS NECESSARY FOR THE TRANSFER AND REGISTRATION OF TITLE OF THE PROPERTY FORMERLY OWNED BY THE PHILIPPINE NATIONAL BANK (PNB), COVERED BY TRANSFER CERTIFICATE OF TITLE (TCT) NO. 97680-A, WHICH WAS ACQUIRED BY THE MUNICIPAL GOVERNMENT THROUGH EXPROPRIATION

WHEREAS, the Municipality of Roxas, Oriental Mindoro, through the Municipal Government, acquired a parcel of land formerly owned by the Philippine National Bank (PNB) through expropriation, which property is covered by Transfer Certificate of Title (TCT) No. 97680-A;

WHEREAS, the transfer and registration of the subject property in the name of the Municipality of Roxas, Oriental Mindoro are necessary to establish and formalize the ownership of the Municipal Government over the said property and to ensure the proper documentation and protection of its ownership rights;

WHEREAS, there are various documents, certifications, applications, registrations, and other transactions that need to be undertaken and facilitated before the appropriate offices and government agencies in connection with the transfer and registration of the title of the subject property;

WHEREAS, Ms. Loida C. Sevilla, Land Titling Officer, has been designated to assist in and facilitate the processing of documents and transactions pertaining to the transfer and registration of the title of the subject property in favor of the Municipal Government of Roxas;

WHEREAS, to enable Ms. Sevilla to effectively represent and assist the Municipality in the processing of the necessary documents and transactions, it is necessary for the Municipal Mayor, as the Chief Executive of the Municipality, to execute and sign an Affidavit authorizing her to act for and on behalf of the Municipality of Roxas, Oriental Mindoro, insofar as the processing and facilitation of the transfer and registration of the subject property are concerned;

NOW THEREFORE, on motion of Councilor Christopher Y. Carvajal and on mass sponsorship –

BE IT RESOLVED, as it is hereby resolved, to authorize the Municipal Mayor, HON. JERWIN S. DIMAPILIS, to execute and sign an AFFIDAVIT AUTHORIZING MS. LOIDA C. SEVILLA, LAND TITLING OFFICER, TO ACT FOR AND ON BEHALF OF THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO, in undertaking and facilitating all transactions, applications, submissions, follow-ups, and proceedings necessary for the transfer and registration of title of the property formerly owned by the Philippine National Bank (PNB), covered by Transfer Certificate of Title (TCT) No. 97680-A, which was acquired by the Municipal Government through expropriation.

RESOLVED FURTHER, that the authority herein granted shall be limited to acts and transactions necessary and incidental to the transfer and registration of the title of the subject property in the name of the Municipality of Roxas, Oriental Mindoro, and shall not include the authority to sell, convey, mortgage, encumber, lease, or otherwise dispose of the said property.

RESOLVED FINALLY, that copies of this Resolution and the duly executed Affidavit be furnished to the Office of the Municipal Mayor, Registry of Deeds, Land Registration Authority, Philippine National Bank, Office of the Municipal Legal Officer, and other concerned offices and agencies for their information, guidance, and appropriate action.
