RESOLUTION STRONGLY ENDORSING AND SUPPORTING THE MUNICIPAL GOVERNMENT'S FUNDING REQUEST TO THE DEPARTMENT OF AGRICULTURE (DA) FOR THE PRIORITY FARM-TO-MARKET ROAD (FMR) PROJECTS IN THE MUNICIPALITY OF ROXAS, ORIENTAL MINDORO

WHEREAS, Section 17 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, mandates local government units to provide basic services and facilities, including farm-to-market roads, to promote agricultural productivity and enhance rural development;

WHEREAS, the Municipality of Roxas, Oriental Mindoro, is fundamentally an agricultural economy where local farmers and agricultural workers rely heavily on functional road networks to transport produce efficiently to local and regional trade centers;

WHEREAS, the Department of Agriculture (DA) provides vital infrastructure funding and technical assistance under its Farm-to-Market Road Development Program (FMRDP) to help rural agricultural communities reduce post-harvest losses and lower hauling costs;

WHEREAS, the Municipal Local Government Unit of Roxas, has identified critical agricultural corridors that urgently require concrete road construction and upgrading, to wit:

a. Construction of Local Access Road at Sitio Serada, Barangay San Isidro to Sitio Lagundi I, Barangay San Aquilino;

b. Construction of Local Access Road at Sitio Lagundi II, Barangay San Aquilino; and

c. Construction of Local Access Road at Sitio Baglao, Barangay San Rafael.

WHEREAS, the realization of these high-priority infrastructure projects will directly bolster local food security, stimulate agricultural trade, raise the income of smallholder farmers, and improve accessibility in rural barangays;

NOW THEREFORE, on motion of Councilor King Philip B. Dimapilis and on mass sponsorship –

BE IT RESOLVED, as it is hereby resolved, to strongly endorse and support the Municipal Government's funding request to the Department of Agriculture (DA) for the priority Farm-to-Market Road (FMR) projects in the Municipality of Roxas, Oriental Mindoro, namely:

a. Construction of Local Access Road at Sitio Serada, Barangay San Isidro to Sitio Lagundi I, Barangay San Aquilino;

b. Construction of Local Access Road at Sitio Lagundi II, Barangay San Aquilino; and

c. Construction of Local Access Road at Sitio Baglao, Barangay San Rafael.

RESOLVED FURTHER, that copies of this Resolution be forwarded to the Regional Executive Director of the Department of Agriculture – Regional Field Office MIMAROPA, and the Municipal Mayor, Hon. Jerwin S. Dimapilis, for their favorable consideration, endorsement, and appropriate action.
