WHEREAS, the State recognizes agriculture as one of the primary drivers of rural development and economic growth and shall promote the welfare of farmers by providing adequate infrastructure and support services that enhance agricultural productivity and improve access to markets;

WHEREAS, Farm-to-Market Roads (FMRs) are essential infrastructure that enable the efficient transport of agricultural products, reduce hauling costs, minimize post-harvest losses, improve farm productivity, and increase the income of farmers;

WHEREAS, Barangays Happy Valley and San Vicente are among the agricultural communities in the Municipality of Roxas, Oriental Mindoro, where farming serves as the primary source of livelihood for many residents;

WHEREAS, the major agricultural commodities produced in these barangays include calamansi, lanzones, rambutan, mango, saba, lakatan, cacao, durian, coffee, eggplant, upo, cucumber, okra, tomato, and pechay, which contribute significantly to the municipality's agricultural production and local economy;

WHEREAS, farmers in these barangays continue to encounter difficulties in transporting their agricultural produce due to the inadequate road condition, particularly during the rainy season, resulting in increased transportation costs, delays in delivery, deterioration of perishable commodities, and reduced market value of their produce;

WHEREAS, the nearest trading center for the agricultural products harvested from Barangays Happy Valley and San Vicente is the Roxas Public Market located at Barangay Bagumbayan, Roxas, Oriental Mindoro, where farmers regularly transport and sell their produce to consumers and traders;

WHEREAS, the Municipal Government of Roxas recognizes that the implementation of the proposed project requires substantial funding beyond its financial capability and, therefore, seeks the assistance of the Department of Agriculture for its realization;

WHEREAS, the Sangguniang Bayan fully supports the implementation of the proposed Farm-to-Market Road project and respectfully requests the Department of Agriculture to conduct the necessary field validation, technical assessment, and evaluation of the proposed road alignment and agricultural production areas to determine its eligibility under the Department's Farm-to-Market Road Program;

NOW THEREFORE, on motion of Councilor Gualberto V. Magno and on mass sponsorship

BE IT RESOLVED, as it is hereby resolved, to respectfully request the Department of Agriculture (DA), through the Office of the Secretary, for financial assistance in the amount of ONE HUNDRED FORTY-FIVE MILLION PESOS (₱145,000,000.00) for the construction of the 5.3-kilometer Farm-to-Market Road connecting Barangay Happy Valley and Barangay San Vicente, Roxas, Oriental Mindoro;

RESOLVED FURTHER, that the Department of Agriculture be respectfully requested to conduct the necessary site validation, technical assessment, and evaluation of the proposed Farm-to-Market Road and the agricultural production areas it will serve, including the transport of calamansi, lanzones, rambutan, mango, saba, lakatan, cacao, durian, coffee, eggplant, upo, cucumber, okra, tomato, and pechay, in order to determine the project's eligibility and favorably consider the request for funding assistance;

RESOLVED FINALLY, that copies of this Resolution be furnished to the Department of Agriculture Regional Field Office MIMAROPA, the Office of the Municipal Mayor, the Municipal Engineering Office, the Municipal Agriculture Office, and all other offices concerned for their information and appropriate action.
