RESOLUTION EARNESTLY REQUESTING MR. FERDINAND V. TALENS, SECRETARY TO THE SANGGUNIANG BAYAN, TO RECONSIDER HIS INTENTION OF RETIREMENT FROM THE GOVERNMENT SERVICE EFFECTIVE ON OCTOBER 31, 2026, AND EXPRESSING THE AUGUST BODY’S PROFOUND APPRECIATION FOR HIS EXEMPLARY AND INVALUABLE LEADERSHIP IN LEGISLATIVE ADMINISTRATION

WHEREAS, Mr. Ferdinand V. Talens, MPA, has long served with utmost integrity, professionalism, and dedication as the Secretary to the Sangguniang Bayan of Roxas, Oriental Mindoro, acting as the institutional anchor and memory of this local legislative body;

WHEREAS, through his comprehensive knowledge of administrative law, local governance, and public administration, backed by his Master in Public Administration (MPA) degree, Mr. Talens has consistently ensured that the ordinances, resolutions, committee reports, and daily operations of the Sangguniang Bayan adhere to the highest standards of excellence and legality;

WHEREAS, Mr. Talens has formally communicated his intention to retire from government service effective October 31, 2026, marking the conclusion of a stellar and unblemished career in public office;

WHEREAS, while this August Body fully respects his personal plans and well-deserved future repose, his impending departure comes at a crucial period when his seasoned guidance, technical expertise, and steady leadership are deeply vital to navigating ongoing municipal policies, multi-year plans, and administrative transitions;

WHEREAS, the members of the Sangguniang Bayan, both individually and collectively, look up to Mr. Talens not just as a top administrative official, but as an indispensable mentor, a collaborative peer, and a pillar of municipal public service whose sudden vacancy will leave a profound professional void that is difficult to immediately fill;

NOW THEREFORE on motion of Councilor Gualberto V. Magno and on mass sponsorship –

BE IT RESOLVED to earnestly request Mr. Ferdinand V. Talens, Secretary to the Sangguniang Bayan, to reconsider his intention of retirement from government service effective October 31, 2026, in the interest of continuing his excellent service to the local government and people of Roxas.

RESOLVED FURTHER, that the Sangguniang Bayan expresses its deepest gratitude for his decades of unwavering commitment, patience, and leadership, while reassuring him of the August Body's full administrative and personal support should he graciously grant this humble request to extend his tenure.

RESOLVED FINALLY, that a copy of this Resolution be personally presented to Mr. Ferdinand V. Talens, and copies be furnished to the Office of the Municipal Mayor, Hon. Jerwin S. Dimapilis, and the Human Resource Management Office (HRMO) for their information and reference.
