AN ORDINANCE PROHIBITING CHILD DELIVERY OUTSIDE THE BASIC EMERGENCY OBSTETRICS AND NEWBORN CARE (BEMONC), AND OTHER EQUALLY CAPABLE HEALTH CARE FACILITIES, ENSURING THE SAFETY AND EFFECTIVENESS OF MATERNAL AND CHILD CARE AND IMPOSITION OF FEES AND CHARGES FOR MATERNAL DELIVERY AND PENALTIES FOR VIOLATIONS THEREOF, AND UTILIZATION OF FEES COLLECTED FOR BEMONC PROGRAM OPERATION (Page 1-5)
