All matters or questions pertaining to the enactment, revision or amendment of all kinds of ordinances except appropriation ordinance, matters related to the exercise of the legislative powers as taxing power, police power, corporate powers and proprietary rights, matters on the legality of proposed measures to be acted upon by the Sanggunian, review of ordinances and resolutions submitted by Sangguniang Barangays. All matters related to Order of Business, Internal Rules of Procedure, disorderly conduct of members and investigation thereof. All matters relating to the enactment, revision or amendment of all kinds of ordinances, revision or amendment of all kinds of ordinance; legality of proposed measures to be acted upon by the Sanggunian; naming of streets and schools; Sanggunian Internal Rules and violations thereof; disorderly conduct of members and investigation thereof; and Privileges of members.
